PROJECT ANALYSIS
The operations of (SPHU) send a pregnant Heifer Uganda during the year 2007 have been very challenging yet immensely satisfying. Send a pregnant Heifer Uganda has managed to improve the quality of life of people in numerous communities. This has been made possible because of our dedicated staff. Our initial goals were to fight illiteracy, hunger, poor health and poor sanitation. We have gone to great lengths to achieve this, even then, more is yet to be done.
In February 2007 (SPHU) send a pregnant Heifer Uganda set-up self sponsored structures. These were developed programs aimed at realizing complete live stock management. During the first phase SPHU) sought to identify vulnerable communities, and provide training to farmers.
(SPHU) send a pregnant Heifer Uganda’s main goal at this point was to surpass its original target of fighting illiteracy, hunger, poor health and poor sanitation, and further become the focal point of private sector animal husbandry support for the 38 districts in Uganda under which it seeks to operate, serve as a voice of the private sector and champion policy formulation for better animal trade and investment. Our change in strategy was due to the study that revealed that the needs of the communities we were working with were not only increasing but also changing.
The highly contentious issue of imbalances in the subsidization of the animal husbandry sector in Uganda remains a major problem. (SPHU) send a pregnant Heifer Uganda’s Country cordinator Mr. Dennis Waiswa emphasized, while addressing stake holders in Arua District that,
“There is need to define the role of government and the private sector in the functions of, re- stocking, research, production management and export of exotic livestock.
The government of Uganda has introduced several re-stocking programs and laid out incentives to enhance investment in the livestock sector.
(SPHU) believes that with infrastructure and facilities, such as water, roads and telecommunication in place, the thrust for now is to encourage the private sector to lend a helping hand in creating an enabling environment for sustainable livestock management and investment especially in northern Uganda.
And further still, requesting for Government intervention in stimulating growth in this sector by setting up clear concessionary corporate tax rates, granting exemption from duty taxes on imported farm equipment and development of a national policy on export of livestock and/or value added livestock products to the international community.”
